Under what conditions will the tortage (the one IN totage that smuggles you out) talk to you? all destiny quests done? none done? certain level?

anyone know? tried talking to him at 19 w/my destiny quest not done, and he would have none of it…

is this only for higher level players that come into tortage to get back out?
